2018 'Harvest' of KPK Arrests Regional Head Hand
Channel Nasional. 2018 may be called the year of corruption of regional heads. Throughout the year, at least until mid-December 2018, dozens of regional heads, both those who are still in office or have finished serving become prisoners of the Corruption Eradication Commission (KPK).
Based on data from the KPK, from 2004 to December 2018 at least 106 regional heads have been named as suspects. The head of this region includes governors, regents and mayors, including representatives of regional heads.
For this year alone, as many as 31 regional heads were snared through hand-held operations (OTT), investigations, case developments, and delegations of cases from other law enforcement officials.
Cases that ensnare them also range from bribery, enriching themselves or other parties, gratification, and money laundering.
The first regional head to be named as a suspect this year is Hulu Sungai Tengah Regent, Abdul Latif. The Working Party Party cadre was snared after being arrested through OTT, January 4, 2018.
Abdul Latif received a bribe of Rp.3.6 billion from Director of PT Menara Agung Pusaka Donny Witono regarding a project for the construction of class I, II, VIP and super VIP treatment rooms at H Damanhuri Barabai Hospital in the 2017 fiscal year.
Still in the same month, the institution which is now headed by Agus Rahardjo, Cs, established the Kebumen Regent Mohammad Yahya Fuad as a suspect. Yahya was snared for accepting bribes and gratuities related to a number of projects using the 2016 Regional Budget (APBD).
At the end of January 2018, the KPK appointed East Halmahera Regent Rudy Erawan as a suspect in the development of bribery cases for road projects at the Ministry of Public Works and Public Housing. Rudy received IDR 6.3 billion from Amran HI Mustary as Head of Maluku and North Maluku National Road Implementing Agency (BPJN) IX.
Furthermore, on February 2, 2018, the independent organization announced the appointment of Jambi Governor Zumi Zola. At that time, the PAN politician was called to receive Rp6 billion in money with the Head of Highways of Jambi Public Works and Public Housing Office Arfan related to a number of projects in Jambi Province.
This Zumi case is a development from OTT towards his subordinates and members of the Jambi DPRD from the PAN faction, Supriyono at the end of 2017. Zumi was also named a bribery suspect to a number of DPRD members regarding the approval of the Jambi Regional Budget (R-APBD) 2017- 2018.
After that, throughout February 2018, the KPK inaugurated Jombang Regent Nyono Suharli Wihandoko (Jombang regent candidate), Regent Ngada Marianus Sae (candidate for governor of East Nusa Tenggara), Subang Regent Imas Aryuminingsih (candidate regent Subang), Regent Lampung Tengah Musatafa ( candidate for governor of Lampung), Kendari Mayor Adriatma Dwi Putra and his father who was also former Kendari Mayor Asrun (candidate for governor of Southeast Sulawesi).
The regional heads were allegedly accepting bribes, both related to the project and buying and selling positions within their respective governments.
Moving on to March 2018, the anti-corruption commission appointed former Sula Regent Regent Ahmad Hidayat Mus as a suspect. Hidayat Mus, along with his younger brother Zainal Mus, allegedly caused a loss of Rp3.4 billion to the state related to land acquisition for Bobong Airport in the Sula Islands Regency in the 2009 budget year.
